Come work with us as an Accountant at the City of Hillsboro. The top priorities of this position will be managing our City assessments to property owners, especially related to the local improvement district in South Hillsboro, and transforming our capital asset record management process. The person in this position will work directly with the Finance Manager, drafting the City’s annual financial statements and supporting work papers. This is a new position for the Finance department, so while there are some essential projects that this team player will take on, there may be some ability for the first person in this position to shape the ongoing duties.

Current and upcoming projects:

• The creation of individual assessment accounts for the South Hillsboro Local Improvement District, and establishes monthly billing processes.
• Works with Finance Manager on transforming the capital asset financial transaction records process and establishing a monthly reconciliation process.
• Assists with financial statement preparation, including supporting work papers.
• Assists with expanding grants policy/manuals and supports a Citywide grant manager group

General Statement of Duties

The principal function of an employee in this class is to perform professional level accounting and financial support in the areas of account analysis, reconciliation, financial statement reporting, research and implementation of new accounting standards, financial work paper preparation, assessment account management, capital asset transaction management, grant manager support, and financial analysis. Activities are performed proficiently with limited supervision.

• Performs account transactions and reconciliation through Enterprise Resource Planning software Munis (Tyler Technologies) and Excel, using automation where possible.
• Analyzes and reconciles City ledger activities between financial accounting systems.
• Reviews City’s internal controls and make necessary recommendations, maintain records and accounts necessary to comply with City processes.
• Maintains capital asset records and system for management.
• Maintains lien assessment system, creates accounts, generates bills, applies payments, and reconciles to general ledger.
• Monitors Citywide grant activities, updates grant policy/manuals as needed, coordinates annual reporting activities for grants.
• Assists with financial statement preparation and supports work paper preparation.
• Provides support for financial transaction processing systems (i.e. credit card processing systems).
• Provides general accounting functions and prepares journal entries.
• Gathers, reviews and monitors data and information; analyzes data; identifies and reports trends. Provides recommendations in support of assigned area.
• Manages records and information in any format, in accordance with applicable statutes, regulations and City policy, guidance and records retention schedule.

Performs other duties of a similar nature and level as assigned.
