The Accountant III positions typically perform the most responsible accounting-related functions and have a substantial impact on the integrity of financial systems, reporting, and management decision making. The Accountant III is responsible for accounting, reporting, and financial analysis and is significantly relied upon for accuracy, completeness, and timeliness by City management for decision making purposes. This position analyzes and proposes solutions to problems without direct supervisory involvement and functions on general instructions and guidelines without close daily supervision. The Accountant III may also provide lead direction and training to office support and other accounting staff. Supervision of the Accountant III is consultative in nature to guide the problem-solving process.
Accountant IIIs are also responsible for the following activities: researching business processes; developing and proposing recommendations to improve efficiency and effectiveness; ensuring accurate, efficient, and effective financial reporting; assisting City bureaus regarding intricate governmental accounting requirements and analysis; implementation of new accounting standards and regulations, including those promulgated by the Governmental Accounting Standards Board; and performing a wide variety of accounting-related functions that involve interpretation and analysis, often with a high degree of independence.
Team work and cross functional collaborations are highly valued to facilitate smooth work flows and an in-depth understanding of the City's finances.
The City of Portland currently has one Accountant III vacancy in the Financial Systems and Training Section of the Accounting Division, Bureau of Revenue and Financial Services. This position will report to the Assistant Controller. The successful candidate will serve as the lead for the capital asset and project system functions, helping all bureaus coordinate capital asset accounting. Other duties may include assisting with posting of documents to SAP and performing master data maintenance, assisting with the City's compliance program and process mapping, assisting with the preparation of the City's financial statements, assisting with the development and maintenance of management reporting, conducting city-wide training, facilitating user group meetings and assisting with the development of training material. Understanding of technology, capital asset accounting, project systems, internal controls, customer service and communication skills are critical for this position.
Additionally, this recruitment will result in an eligible list that other City bureaus may use to fill future Accountant III vacancies.
In addition to the listed pay, employees licensed as a Certified Public Accountant in the State of Oregon receive an additional 5% for all hours worked.
